Only owners can change permissions. Everyone else gets a read-only version of the same tiers and capabilities, with one exception: renaming a tier is a personal display preference, not a permission, so anyone can do it for their own view.
- Notice there's nothing to toggle: capabilities are read-only for a non-owner.
- Click a tier name and rename it for your own view.
